Abstract
A question about reduction in the age for the attraction to the penal responsibility of minor was repeatedly placed by scientists and parliamentarians in modern Russia. However, for the realization of this reduction in the age for the penal responsibility the presence of the real bases, which would confirm the impossibility of existence of present age limit, is necessary.
